CSA is the way to go. We've been doing it for years and the food quality is far and above what you find at the stores and often better than farmer's markets. It's also much less expensive than the grocery store. In addition you're building community and connections that for many weren't there before.

There are already a number of programs for low-income individuals and families to grow their own food on their own land or in community gardens. Most CSAs and farms will allow people to work-for-food. Maybe finding homes for homeless people so that they can find work would be a good first step in general, though.
